Requires the Metropolitan Council to implement light rail transit passes for the University of Minnesota campus, including all stations within campus and at least one additional contiguous station, effective August 1, 2020.

Divides costs for implementing the expanded campus zone pass program 50 percent to the Metropolitan Council and 50 percent to the University of Minnesota.

Requires the Metropolitan Council to submit a report by February 1, 2021 to legislative committees with jurisdiction over transportation policy and finance detailing costs and foregone revenue from the campus zone pass program.

Appropriates $64,000 from the general fund in fiscal year 2021 to the University of Minnesota Board of Regents to evaluate healthy food availability on and near the Twin Cities campus.

The healthy food availability study must identify availability of unprocessed or minimally processed food, examine expansion options with cost and feasibility analysis, and make recommendations for university and legislative action.
