• Requires all colleges and universities approved to prepare classroom teachers to include research-based best practices in reading instruction consistent with state standards.

• Mandates board-approved elementary education teacher preparation programs include instruction on comprehensive, scientifically based, and balanced reading instruction programs.

• Requires teacher preparation programs for elementary education, early childhood education, special education, and reading intervention to include instruction on dyslexia as defined in Minnesota Statutes section 125A.01, subdivision 2.

• Specifies dyslexia instruction must cover the nature and symptoms of dyslexia, available resources, evidence-based instructional strategies including structured literacy approaches, best practices for assisting students and parents, and outcomes of intervention and lack of intervention.

• Allows teacher preparation programs to consult with the Department of Education's dyslexia specialist when developing dyslexia instruction.
