State contracts for goods or services must require vendors to certify they are not currently engaged in business with countries designated as state sponsors of terrorism by the State Department or groups designated as foreign terrorist organizations by the U.S. Secretary of State.

Vendors must agree for the duration of the contract not to engage in business with designated state sponsors of terrorism or foreign terrorist organizations.

Requirements apply to all state agencies, including Minnesota State Colleges and Universities and entities in the legislative branch.

The commissioners of the Department of Administration and Minnesota Management and Budget must exercise due diligence in selecting vendors and implement measures to confirm vendors comply with the certification requirement.
