Authorizes counties to collect costs of public assistance provided to noncitizens who receive assistance from a single county for at least six months, including administrative costs.

Allows counties to recover these costs from local resettlement agencies involved in the noncitizen's resettlement, national voluntary agencies affiliated with those local agencies, or sponsors who agreed to help with the noncitizen's reception and placement.

Defines "public assistance" as assistance funded wholly or partially by the state, county, municipality, or other local government, excluding any federally-funded portions.

Establishes definitions for key terms including "local resettlement agency," "national voluntary agency," and "sponsor" by reference to Code of Federal Regulations, title 45, section 400.2.
