Increases the Minnesota State Academies board from 9 to 13 members, with representation from each congressional district instead of at-large appointments.

Requires board composition to include two Department of Education specialists (one for blind/visually impaired students, one for deaf/hard-of-hearing students) as nonvoting ex officio members.

Mandates seven nonrelated community members who are deaf, deafblind, visually impaired, or have expertise in deaf or blind culture and education, and must reside in Minnesota and not be employed by the academies.

Adds two parents or legal guardians with students currently enrolled in the school as voting members.

Changes board focus from avoiding preference between the two academies to supporting deaf, deafblind, hard-of-hearing, blind, and visually impaired students statewide.
