Amends Minnesota Statutes section 471.59, subdivision 1, to expand the definition of "governmental unit" for joint powers agreements.

Adds service cooperatives under section 123A.21 to the list of entities that can enter into joint powers agreements with other governmental units.

Allows two or more governmental units to jointly or cooperatively exercise any power common to all contracting parties through formal agreement by their governing bodies.

Permits participating governmental units to exercise joint powers through one or more of the participating units on behalf of the others.

Defines governmental units to include cities, counties, towns, school districts, service cooperatives, nonprofits, Indian tribes, state agencies, and other political subdivisions.
