Creates alternative civil penalties for persons under 21 using false identification to purchase tobacco, including tobacco-free education, cessation programs, community service, and court diversion (excludes fines or monetary penalties)

Requires age verification by government-issued photographic identification for all tobacco product sales, with signage at point-of-sale notifying customers that selling to persons under 21 is illegal
