Modifies the Birth to Age Eight Pilot Project by changing terminology from "enrollees" to "program participants" throughout the legislation.

Requires pilot program participants to opt in and provide parental or guardian consent to participate, with enrollment in at least one of four qualifying programs or services.

Establishes five key developmental milestone markers from birth to age eight, with participants tracked by a technology solution and receiving coordinated services if progress falls below established milestones.

Expands Phase 1 target population eligibility to include WIC enrollment, family home visiting programs, early language learner (ELL) participation, school early childhood screening, or any Dakota County or school program useful for identifying at-risk children.

Both amended sections are effective the day following final enactment.
