Prohibits managed care plans and county-based purchasing plans from requiring completion of a multi-visit dental treatment plan as a condition of payment for services already performed.

Requires health plans and their subcontractors to reimburse dental providers for all services performed, regardless of whether the treatment plan is completed, as long as the enrollee was covered at the time of service.

Allows health plans to continue using bundled payment methods, but requires reimbursement for services performed even if the bundled treatment plan is not completed.

Applies to dental providers serving managed care plan or county-based purchasing plan enrollees based on treatment plans requiring more than one visit.
