Expands the Metro Demo housing support program from 226 to 650 supportive housing units in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, or Washington County for homeless adults with mental illness, substance abuse history, or HIV/AIDS.

Allocates 46 of the 650 units for a Scott County provider offering site-based permanent supportive housing for families and 100 units for a Hennepin County provider offering the same service for families.

Requires the 146 site-based permanent supportive housing units to be developed by December 31, 2026, with undeveloped units available for other qualified providers.

Mandates that at least 70 percent of supportive housing units serve homeless adults with mental illness, substance abuse, or HIV/AIDS who are being discharged or were recently discharged from regional treatment centers, psychiatric beds, or mental health treatment programs.

Defines "homeless adult" as a person living on the street or in a shelter, lacking appropriate housing, and without resources and support necessary to access housing.
