Authorizes issuance of up to $30,000,000 in housing infrastructure bonds to finance supportive housing, affordable rental housing, community land trusts, manufactured home parks, senior housing, and federally assisted rental housing.

Adds new eligible use of housing infrastructure bonds to finance construction, acquisition, and rehabilitation of permanent housing affordable to households earning at or below 50 percent of area median income.

Authorizes an additional $400,000,000 in housing infrastructure bonds, with $40,000,000 specifically designated for constructing, acquiring, and rehabilitating shelters for homeless populations statewide.

Establishes preference criteria for permanent supportive housing prioritizing veterans and chronically homeless individuals, and for senior housing projects that demonstrate affordability commitments and leverage additional funding sources.

Requires state debt service payments on housing infrastructure bonds to be transferred annually from the general fund to the housing infrastructure bond account from 2015 through 2043, depending on bond series outstanding.
