Appropriates $4,000,000 from bond proceeds to the Metropolitan Council for grants to complete design and construction of a multiuse paved trail for pedestrians, bicycles, and wheelchairs around White Bear Lake in Ramsey and Washington Counties

Allocates $2,600,000 to the city of Dellwood for trail improvements between Mahtomedi city limits and the western line of Washington County

Allocates $600,000 to White Bear Township for trail improvements between Washington County line and White Bear Lake city limits

Allocates $500,000 to the city of White Bear Lake for trail improvements between eastern city limits and Pacific Avenue, and $300,000 to the city of Birchwood Village for trail improvements along Hall Avenue

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,000,000 to fund the appropriation with no nonstate match required
