Adds a definition of "sexual violence" as the use of sexual actions or words that are unwanted or harmful to another person in Minnesota Statutes section 245D.02

Requires direct support staff orientation to include training on strategies to minimize the risk of sexual violence, including concepts of healthy relationships, consent, and bodily autonomy of people with disabilities

Mandates orientation training within 60 calendar days of hire combining supervised on-the-job training with instruction on job functions, policies, data privacy, service recipient rights, maltreatment reporting, person-centered service planning, restraint use, prohibited procedures, first aid, and sexual violence prevention

Requires annual training for direct support staff on the same topics covered in initial orientation, with exemption from annual first aid training if staff maintains current first aid certification

Applies requirements to license holders who provide direct support services themselves, with emergency service initiation allowing 72-hour completion window for required training
