Increases the Board of Peace Officer Standards and Training membership from 15 to 17 members.

Expands general public representation on the board from two to four members appointed by the governor.

Requires at least one public member to be a representative of a statewide crime victim coalition and at least two public members to be residents of counties outside metropolitan areas.

Maintains existing composition categories including county sheriffs, municipal peace officers, state patrol officers, education program representatives, and college/university administrators.

Governor must strive to achieve geographic representation from across the state when making appointments.
