Prohibits landlords from charging tenants any nonrefundable fees except for actual services rendered for optional services offered by the landlord, effective for leases signed on or after August 1, 2020.

Imposes penalties on landlords who violate the fee prohibition: liability to tenants for three times the amount of each unenforceable fee or $500, whichever is greater, plus reasonable attorney's fees.

Requires landlords to provide at least 24 hours' advance notice before entering rental premises and restricts entry to between 8:00 a.m. and 8:00 p.m. for reasonable business purposes only.

Prohibits landlords from requiring tenants to waive their right to prior notice of entry as a condition of entering into or maintaining a lease.

Increases penalties for substantial violations of entry restrictions to include rent reduction up to full lease rescission, recovery of damage deposits, damages equal to one month's rent, and reasonable attorney fees, effective for matters commenced on or after August 1, 2020.
