• Establishes the Office of Collaboration and Dispute Resolution within the Department of Administration to promote community mediation, assist government entities in dispute resolution, provide technical assistance, and make grants to certified nonprofit mediation entities.

• Allows state canine handlers to receive full ownership rights to retired working dogs, with the handler becoming solely responsible for all future expenses related to the retired canine.

• Reorganizes general services revolving fund purposes and expands the central motor pool (renamed "enterprise fleet") to include Department of Corrections institution community work crew vehicles.

• Repeals Minnesota Statutes sections 179.90 and 179.91 and transfers their provisions into the new section 16B.361 establishing the Office of Collaboration and Dispute Resolution.
