Authorizes the Minnesota Housing Finance Agency to issue up to $25,000,000 in housing infrastructure bonds to finance construction, acquisition, and rehabilitation of short-term housing facilities for homeless individuals and families.

Extends annual state appropriations for bond debt service beginning July 15, 2023 through 2044 for bonds issued under the new authorization, with transfers made to the housing infrastructure bond account from the general fund.

Appropriates $25,000,000 in fiscal year 2021 from the general fund to the Minnesota Housing Finance Agency for emergency shelter construction, acquisition, and rehabilitation, available until December 31, 2024.

Amends Minnesota Statutes section 462A.37 to add the new bond authorization as subdivision 2g and modify subdivision 5 to include payment schedules for the additional bond series.
