• Establishes procedures for ranked-choice voting tabulation including threshold calculation, multi-round vote transfers, surplus redistribution, and batch elimination of mathematically eliminated candidates.

• Requires ballots to allow ranking of at least three candidates with clear instructions and establishes a centralized ranked-choice voting tabulation center for vote counting accessible to public observation.

• Allows municipalities to use electronic voting systems with automatic reallocation features if certified by the municipal clerk, and requires new voting systems purchased in Minnesota to support ranked-choice voting with minimum three rankings capability.

• Modifies pre-election testing, postelection review procedures, and recount processes to accommodate ranked-choice voting elections, with candidates defeated in final rounds eligible for recounts under existing rules.
