Prohibits retail pet shops from selling, offering to sell, bartering, auctioning, or otherwise transferring ownership of dogs and cats.

Allows pet shops to provide space to nonprofit humane societies, animal control agencies, and nonprofit animal rescue organizations to offer dogs and cats for adoption, but prohibits pet shops from owning the animals or receiving fees for providing the space.

Establishes civil penalties of up to $1,000 per violation for pet shops that violate the sale prohibition, with each dog or cat transferred constituting a separate violation.

Adds civil penalties of up to $1,000 per violation for pet dealers who fail to comply with existing disclosure, record-keeping, registration, examination, and notice requirements.

Defines "animal" as dogs or cats wholly or in part of the species Canis familiaris or Felis domesticus, and "pet shop" as a physical brick-and-mortar retail store selling animals to the public.
