Requires the Minnesota Pollution Control Agency commissioner to hold a public informational meeting before finalizing any stipulation agreement or consent decree with a facility where the settlement amount exceeds $25,000

Meeting must be held at a convenient time and location near the facility to describe the amount, frequency, duration, and chemical nature of pollution released by the facility and associated public health and environmental risks

Allows public members, including those potentially exposed to facility pollution, to inform the agency about facility-public interactions, operational problems or incidents, and suggest preferred supplemental environmental projects for inclusion in settlement agreements

Defines "supplemental environmental project" as a project benefiting the environment or public health that a regulated facility agrees to undertake as part of a settlement to resolve noncompliance

Effective the day following final enactment
