Changes district and school requirements from "encouraged to" to "must" engage students in creating safe and supportive school environments, partnering with parents on prevention programs, and training student bystanders to intervene in prohibited conduct incidents

Requires school administrators to prepare and enforce admission or readmission plans for excluded or expelled students that must include measures to improve behavior, such as character education, social-emotional learning, counseling, and mental health services

Directs the Commissioner of Education to develop state-level standards for social, emotional, and cognitive development and maintain resources to assist districts in implementing evidence-based strategies for positive school climate

Requires the Commissioner to develop and post departmental procedures for reviewing district compliance, investigating noncompliance, and allowing students, parents, and educators to file complaints about school policy violations

Prohibits schools from obligating parents to provide psychotropic drugs to students as a condition of readmission or from using parental refusal of medication as grounds to exclude students from class or school activities; effective for 2020-2021 school year and later
