• Authorizes ABLE account (Achieving a Better Life Experience) establishment and administration by guardians and conservators for individuals' benefit

• Requires courts to make specific findings that less restrictive alternatives (including supported decision making and technological assistance) are insufficient before appointing guardians or conservators

• Effective August 1, 2020, with certain sections applying only to cases commenced on or after that date
