State contracts for goods or services must require vendors to certify they are not engaged in business with countries designated as state sponsors of terrorism or groups designated as foreign terrorist organizations by the U.S. State Department.

Vendors must agree for the duration of the contract not to engage in business with state-designated terrorism sponsors or foreign terrorist organizations.

Requirements apply to all state agencies, Minnesota State Colleges and Universities, and contracts entered into by legislative branch entities.

Commissioners of the Department of Administration and Minnesota Management and Budget must exercise due diligence in vendor selection to avoid contracting with terrorism sponsors and foreign terrorist organizations or vendors who do business with them.

Commissioners shall implement measures to confirm vendors have satisfied the certification requirements of this section.
