Appropriates $250,000 from the general fund in fiscal year 2021 to the commissioner of agriculture for a grant to the Regenerative Agriculture Alliance for planning and designing a poultry processing plant and associated industrial park in southeastern Minnesota.

The industrial park is intended to create new, value-added economic opportunities for local farmers.

The Regenerative Agriculture Alliance may partner with the commissioner of agriculture in developing the plan and design for the industrial park.

Requires the Regenerative Agriculture Alliance, in collaboration with the commissioner of agriculture, to submit a report by March 1, 2022 to relevant legislative committee chairs and ranking minority members on the progress, development, and implementation of the facility design and its potential to open new market opportunities for local and emerging farmers.

Designates the appropriation as a onetime grant.
