Appropriates unspecified amount from general fund in fiscal year 2021 to the Pollution Control Agency to inventory and assess Minnesota's wastewater infrastructure vulnerability to climate change impacts, including increased heavy precipitation and storm events.

Requires the Pollution Control Agency to cooperate with the Metropolitan Council and commissioner of natural resources in conducting the assessment and developing a plan to address identified vulnerabilities.

Mandates the commissioner develop a plan that includes estimating the funding needs required to address infrastructure vulnerabilities to climate change impacts.

Requires submission of a report with the plan to chairs and ranking minority members of house and senate committees with jurisdiction over capital investment and environment and natural resources finance by January 15, 2021.

Establishes this as a one-time appropriation.
