Removes the teacher competency examination requirement as a standalone qualification for instructors; retains five alternative pathways including valid Minnesota teaching license, direct supervision, accredited school instruction, baccalaureate degree, or parent status for assessed children.

Requires early childhood programs accepting scholarships to participate in quality rating and improvement system and maintain a three- or four-star rating beginning July 1, 2020, with exception for Minnesota early learning foundation pilot sites.

Changes reference from "National Library Services Service for the Blind and Physically Handicapped" to "National Library Services Service for the Blind and Print Disabled" in provisions for specialized services through Minnesota Braille and Talking Book Library.

Updates expungement order procedures to clarify that Professional Educator Licensing and Standards Board (or licensing division) must be notified of sealed records and can access expunged conviction records for background checks under section 122A.18, subdivision 8.

Reorganizes state assessment provisions by renumbering sections 120B.30 to 120B.307 into new subdivisions covering general requirements, test design, graduation requirements, reporting requirements, district requirements, and college and career readiness.
