Requires installation of adult-size changing facilities on each floor where a restroom is accessible to the public, with compliance possible through unisex or separate men's and women's restrooms.

Specifies adult-size changing facilities must include an adult-size changing table (minimum 24 inches wide by 71 inches long), paper table liners, disinfectant wipes, waste container, nonslip flooring, wall-mounted hooks, shelf, attendant chair, and signage.

Mandates changing tables be weight-bearing to a minimum of 350 pounds, adjustable to or capable of sitting at a height between 18 and 28 inches, and equipped with both a safety rail and restraint straps.

Amends Minnesota Statutes 2018, section 326B.106, subdivision 4 to add these requirements to the State Building Code.
