Allows new and used school buses sold by dealers in Minnesota to operate with an interim inspection certificate instead of the standard Minnesota State Patrol inspection certificate.

School bus dealers completing the preregistration certificate may inspect buses to verify compliance with state law requirements for construction, design, equipment, and color, then affix an interim certificate.

Interim certificates must include the inspection date and remain valid until the owner's next scheduled annual inspection, but cannot exceed 12 months from the month of initial inspection.

The commissioner of public safety must provide interim inspection certificates to dealers at no cost.

Violating inspection certificate requirements—operating without either a valid State Patrol inspection certificate or interim certificate—is a misdemeanor, with the State Patrol responsible for enforcement.
