Requires the director of the Legislative Coordinating Commission to reallocate incarcerated persons counted in census blocks where correctional facilities are located to the census blocks of their last known addresses in Minnesota.

Excludes from population counts any incarcerated persons whose last known address is outside of Minnesota.

Mandates posting of revised population counts reflecting these reallocations and exclusions on the Legislative Coordinating Commission website within seven days of receiving necessary data.

Requires the commissioner of corrections to provide the director with access to necessary data in a format allowing processing within the required timeline, with a possible memorandum of understanding detailing methodology.

Mandates that revised census block populations be used by the legislature for drawing Congressional and legislative districts, and by political subdivisions for drawing city wards and other local election districts.
