Adds definition of "urban residential district" as an urban area consisting exclusively or substantially of dwelling houses.

Establishes 20 miles per hour speed limit in school zones within urban residential districts.

Eliminates requirement for engineering and traffic investigations before establishing school speed limits outside urban residential districts, allowing limits of 10-30 miles per hour below otherwise established speeds.

Increases flexibility for establishing school speed limits on trunk highways with consent of the commissioner of transportation, allowing limits of 15-30 miles per hour below established speeds.

Adds $25 minimum surcharge for violations exceeding applicable speed limits by 20 miles per hour or more, effective August 1, 2021.
