Appropriates $1,750,000 from the clean water fund in fiscal year 2021 to the Board of Water and Soil Resources for Conservation Reserve Program (CRP) state incentive payments.

Provides onetime state incentive payments to enrollees in the federal CRP during the continuous enrollment period, with payment rates based on land valuation and environmental benefit criteria.

Environmental benefit criteria include surface or ground water nutrient reduction, drinking water protection, soil health, and pollinator and wildlife habitat enhancements.

Board may use state funds for program implementation and to provide technical assistance to landowners or their agents for enrollment and contract fulfillment.

Board must consult with commissioners of agriculture, health, natural resources, the Pollution Control Agency, and the U.S. Department of Agriculture when establishing program criteria; appropriation available until June 30, 2023.
