The Commissioner of Human Services, in collaboration with the Commissioner of Health, shall conduct a study and make recommendations regarding oversight of sober housing programs for people with substance use disorders.

The study must identify sober housing providers in Minnesota and collect information about services provided, supervision levels, admission/discharge criteria, licensure status, and receipt of public funds.

The study must identify aspects requiring oversight including types of housing and services, admission/discharge standards, health and safety standards, evidence-based recovery practices including culturally competent care and medication-assisted treatment, and affiliation with outpatient treatment programs.

The study must analyze sober housing oversight in other states and recommend oversight options, including which state department(s) should regulate programs and procedures for resident complaints.

The Department of Human Services must complete and submit the report to the legislature on or before September 15, 2021, with an unspecified amount appropriated from the general fund in fiscal year 2021 to conduct the study.
