Modifies Minnesota Statutes section 256B.4914 to change wage and inflation calculation methods in the disability waiver rate system for home and community-based services.

Establishes July 1, 2022, as the start date for biennial updates to the base wage index using the most recent Bureau of Labor Statistics wage data available 30 months prior to the scheduled update.

Increases the competitive workforce factor by 2.0 on January 1, 2021, and by an additional 2.0 on July 1, 2022, then requires updates every two years beginning July 1, 2024, limited to 2.0-point changes per update.

Requires biennial updates to framework components for changes in the Consumer Price Index (CPI-U) based on the most recent data available 30 months prior to the scheduled update.

Requires the commissioner to report to legislative committees on January 15, 2021, and every four years thereafter on data regarding service costs, workforce measures, and other factors impacting disability waiver rates.
