Allows Purple Heart medal recipients to obtain special license plates bearing the inscription "COMBAT WOUNDED VET" with a facsimile or emblem of the official Purple Heart medal at no charge.

Purple Heart plates must be replaced without charge if damaged, and no annual fee may be charged for subsequent year stickers on vehicles displaying these plates.

Purple Heart plates may be transferred to another personal motor vehicle registered to the recipient upon notification to the commissioner.

Removes Purple Heart recipients from the existing veterans special plates category under section 168.123 and creates a separate registration category under new section 168.1245.

Excludes Purple Heart plates from discontinuance requirements that apply to other special plates if fewer than 1,000 sets are registered.
