Increases Professional Educator Licensing and Standards Board from 11 to 13 members, adding one educator from a state-approved teacher preparation program and increasing classroom teachers from six to seven.

Authorizes board rulemaking on fields of licensure, including a process for licensed teachers to teach in different fields without changing their license tier level, and requires rules to address probable effects on teacher supply and demand.

Modifies Tier 2 and Tier 3 license requirements to accept either pedagogy exams or performance assessments, and establishes portfolio licensure processes with 90-day approval timelines for candidates.

Requires cultural competency training and instruction on meeting English learners' needs as mandatory components of Tier 3 and Tier 4 license renewal, and specifies English as a second language teacher preparation program content requirements.

Transfers staff automated reporting (STAR) system responsibilities from the Professional Educator Licensing and Standards Board to the Department of Education and repeals Minnesota Rules part 8710.0500, subpart 1, item A.
