Expands rental authorization from Camp Ripley buildings specifically to any armory, building, or facility operated and maintained by the adjutant general.

Rental proceeds must be applied to: increased utilities and maintenance costs directly attributable to the rental, other operating and maintenance or repair costs for the rented facility, and maintenance and improvement of Military Department facilities.

Rental terms must not conflict with military use of the armory, building, or facility and are subject to any agreements between the United States, state of Minnesota, or local governments.

Authorizes the adjutant general to order current or former National Guard officers, warrant officers, and enlisted personnel to temporary state active service with their consent to ensure safe operation and usage of rented facilities.

Personnel costs for temporary state active service must be included in the rental agreement terms and paid according to rates and policies established by the adjutant general.
