Modifies the definition of "modular home" to include one- or two-family dwellings (previously limited to single-family) constructed to Minnesota Rules chapters 1360 or 1361 standards and attached to a State Building Code foundation.

Sets manufactured home park owner payment obligations to the relocation trust fund at the lesser of actual moving/purchase costs or $3,250 for single-section homes and $6,000 for multisection homes, payable within 60 days of invoice.

Changes the resident payment deadline for the $15 annual assessment from November 30 to October 31, requiring park owners to notify residents by September 15 if collecting as a lump sum.

Park owners are exempted from relocation fund payments if they relocate residents at their own expense, if residents voluntarily vacate, if residents have abandoned homes or owe lot rent, or if the park closure results from eminent domain proceedings.

The Commissioner of Management and Budget must assess park owners $15 per licensed lot annually if the unencumbered trust fund balance falls below $2,000,000 as of June 30, and may waive assessments if not notified by July 31.
