HF 3645 - Parent's Bill of Rights

• Establishes parental rights for natural, adoptive parents, and legal guardians of children 17 years old or younger to direct upbringing, education, and health care without governmental obstruction.

• Grants parents rights to direct education choices (public, charter, private, or home), access school and medical records, and make informed health care decisions including accepting or declining biological, pharmaceutical, and supplemental interventions.

• Requires written parental consent before physical or mental health examinations, pharmaceutical or surgical interventions, biometric scans, blood or DNA collection, and video or voice recordings by the state, with exceptions for medical emergencies and school security/discipline purposes.

• Prohibits employees from encouraging children to withhold information from parents or discriminating against parents exercising these rights, with discipline as grounds for violation.

• Clarifies that parental rights do not override child abuse or neglect laws, do not authorize life-ending parental decisions, and do not restrict courts, law enforcement, or government agencies from acting within their authority.
