Limits cost-sharing for prescription insulin drugs to an amount not exceeding the net price of the drug, including deductibles and coinsurance.

Prohibits pharmacy benefit managers and health carriers from sharing prescription information with affiliated pharmacies for commercial purposes, except for reimbursement, formulary compliance, pharmacy care, or utilization review.

Prohibits pharmacy benefit managers and health carriers from requiring enrollees to use mail order pharmacies when a prescriber recommends face-to-face pharmacist consultation and the enrollee agrees.

Requires pharmacy benefit managers and health carriers to include lower-cost generic drugs and interchangeable biological products in their formularies when the cost to enrollees or total cost is less than brand-name or reference biological products.

Requires wholesalers to report annually to the Board of Pharmacy their average acquisition costs and average sale prices for repackaged prescription drugs, beginning February 1, 2021.
