• Modifies fish disease regulations by updating references to viral hemorrhagic septicemia (VHS) susceptible species lists and expanding certifiable fish disease definitions to include epizootic epitheliotropic virus and ceratomyxosis.

• Prohibits intentionally added PFAS (per- and polyfluoroalkyl substances) in food packaging effective January 1, 2022, and establishes nontoxic shot requirements for small game on wildlife management areas in the farmland zone effective July 1, 2021.

• Creates licensing provisions for breeding and selling snakes, lizards, and salamanders; restricts neonicotinoid insecticide use in wildlife management areas; and expands night vision/thermal imaging equipment restrictions for hunting violations with five-year licensing bans.

• Modifies school trust lands reporting from biannually to biennially and updates water law provisions regarding public meetings for large consumptive use permits and vintage groundwater protections.

• Adds and deletes specified areas from state parks and recreation areas in Dakota, St. Louis, and Washington Counties; authorizes private sales of surplus state lands; and establishes procedures for local plan review in the Mississippi River Corridor Critical Area.
