Proposes an amendment to Minnesota Constitution Article XIII, Section 1 to establish all children have a fundamental right to quality public education.

Defines quality public education as fully preparing children with skills necessary for participation in the economy, democracy, and society, measured against uniform achievement standards set by the state.

Establishes that ensuring quality public schools is a paramount duty of the state.

Requires submission of the proposed amendment to voters at the 2020 general election.

Ballot question title shall be "Equal Right to Quality Public Education Amendment."
