Increases minimum biofuel content required in all gasoline sold in Minnesota from 10.0 to 15.0 percent by volume, effective upon enactment.

Requires fuel retailers offering gasoline/biofuel blends at retail to provide at least one dedicated pump dispensing 9.2 to 10.0 percent biofuel blend for motorists whose vehicles are not approved to use higher biofuel concentrations.

Modifies compliance tolerance range for biofuel blends from 9.2-10.0 percent to 13.8-15.0 percent by volume to align with the new 15 percent minimum requirement.

Updates conventional biofuel minimum requirements on specified dates: 90 percent (July 1, 2020), 80 percent (January 1, 2022), 70 percent (January 1, 2024), 60 percent (January 1, 2027), and no minimum (January 1, 2032).

Changes scope of existing exemptions from subdivisions 10-14 to subdivisions 10-17 to include the new subdivision 17 for vehicles not approved to use more than ten percent biofuel.
