Establishes staggered terms for Metropolitan Council members, with odd-numbered districts' terms ending in years ending in "1" and even-numbered districts' terms ending in years ending in "3," followed by four-year terms thereafter.

Expands the nominating committee from seven to thirteen members: six appointed by the governor, four locally elected officials appointed by the Association of Metropolitan Municipalities, and three locally elected officials appointed by the Association of Minnesota Counties.

Requires the nominating committee to publish and provide notice of the names and qualifications of three finalists for each appointment and mandates a 21-day public comment period before gubernatorial appointment.

Adds detailed member qualifications requiring knowledge of urban and metropolitan affairs, relevant experience in local government, transportation, housing, environment, and regional development, understanding of district-specific issues, and ability to meet time commitments.

Applies retroactively to appointments made on or after January 1, 2019, for Section 2, and to appointments made on or after January 1, 2021, for Section 1, in the seven-county metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington).
