Establishes State General Election Day (the first Tuesday after the first Monday in November in even-numbered years) as a state holiday in Minnesota.

Prohibits public business on State General Election Day except as necessary to conduct the election or in cases of necessity.

Allows public business to be conducted by the legislature on State General Election Day if necessary.

Requires existing agreements between public employers and employee organizations that cite Veterans Day as the fourth Monday in October to be amended to cite November 11 instead.

Maintains existing holiday observance rules for days falling on Sunday or Saturday, with the following or preceding day becoming a holiday.
