Modifies industrial hemp licensing data classification to be private or nonpublic data, removing references to criminal history records background checks.

Adds six new definitions to industrial hemp statutes: "applicant" (individual submitting license application or owner/responsible individual of entity), "authorized representative" (individual authorized to make license changes and share data), "entity" (various business organization types including partnerships and trusts), "processing" (refining hemp plants after harvest including extraction and packaging, excluding basic farm operations), "processing location" (commissioner-approved facility where raw hemp is converted to marketable product), and "processor" (person or business converting raw hemp into product).

Establishes that licensees are responsible for compliance with license requirements regardless of acts or omissions by authorized representatives.

Classifies nondesignated addresses and legal descriptions of hemp growing land areas as private or nonpublic data, but allows commissioner to make data accessible if needed for law enforcement, public health/safety, or to dispel rumors.

Expands rulemaking authority to include rules governing processing of industrial hemp and use of background check results in license approval or denial decisions.
