Appropriates general fund money to the commissioner of education for fiscal year 2021 to provide a grant to the Network for the Development of Children of African Descent (NdCAD)

Grant funds must support expansion of culturally based programming focused on literacy-based education and family stabilization using a two-generation or whole-family approach

NdCAD must provide complimentary programming for parents, caregivers, and children in prekindergarten through grade 8 in the seven-county metropolitan area

NdCAD must scale or replicate its proven model in two geographic areas outside the seven-county metropolitan area by providing training and consulting services to education and human services providers, schools, and early education programs

Effective date is July 1, 2020
