• Amends the definition of "annual" training periods for family child care providers to mean the 12-month period starting from the license effective date or its anniversary, effective September 30, 2020.

• Allows individuals related to family child care license holders to supervise the license holder's own child inside and outside the licensed space without training or supervision requirements, provided they are not designated caregivers and have no unsupervised contact with non-relative children.

• Revises child care center in-service training requirements by changing references from subdivisions (e) to (h) to (d) through (g) and makes in-service training transferable between child care programs when staff change employment.

• Substantially modifies family child care provider training requirements including pediatric first aid, CPR, child development, and safety training; establishes that license holders, adult caregivers, and substitutes must complete training before initial licensure and before caring for children.

• Directs the Commissioner of Human Services to consult with family child care providers and county agencies by January 1, 2021, to evaluate whether family child care licenses should automatically renew rather than require reapplication, with proposed legislation due for the 2021 session if warranted.
