Requires the Minnesota Pollution Control Agency to analyze cumulative environmental pollution effects and demographics before issuing permits to facilities in first-class Hennepin County cities meeting five specific conditions, including proximity to EPA Superfund sites, low-income communities of color, high rates of childhood health problems, air quality concerns, and heavy traffic areas.

Mandates demographic analysis for all permit issuances, renewals, and major amendments including 16 specific factors such as racial and ethnic characteristics, income levels, health conditions (respiratory disease, asthma, lead exposure), access to healthcare, and cumulative pollution from all sources.

Requires environmental assessment worksheets and environmental impact statements to include the same demographic analysis of exposed populations as required for permits under the bill.

Effective immediately upon enactment and applies to permits issued, renewed, or amended on or after the effective date and to environmental documents determined complete or adequate after that date.
