Amends Minnesota Statutes section 524.5-120 to establish that guardians preventing protected persons from exercising enumerated rights constitutes a crime punishable by imprisonment for not more than one year or a fine of not more than $3,000, or both

Expands the bill of rights for wards and protected persons to include 15 enumerated rights, including treatment with dignity, consideration of preferences, timely health care, personal privacy, communication and visitation, voting, and the right to execute health care directives

Amends Minnesota Statutes section 609.2325 to make it a crime for caregivers to intentionally administer controlled substances to vulnerable adults without a valid prescription or in a manner inconsistent with a valid prescription, with intent to cause pain or injury

Establishes that administering controlled substances without proper prescription to vulnerable adults, as well as subjecting them to aversive procedures, unreasonable confinement, or involuntary seclusion, constitutes criminal abuse with sentencing as provided in subdivision 3

Clarifies that the controlled substance provisions do not apply to therapeutic conduct
