• Expands Department of Corrections Fugitive Apprehension Unit authority to exercise general law enforcement duties during official duties, including investigating criminal offenses in correctional facilities and assisting other law enforcement agencies.

• Authorizes the medical director of the Department of Corrections to make health care decisions for inmates lacking decision-making capacity when placed in outside facilities on conditional medical release, if no health care agent is available and decision is consistent with health care directives.

• Requires the commissioner of corrections to develop policy providing cultural programming services to American Indian inmates, including spiritual counseling, cultural pride development, and education on American Indian history and religion.

• Removes "to punish the offender" as a stated goal of intensive community supervision programs, retaining only public safety, employment facilitation, and restitution as program objectives.
